Permits for the import of restricted electrical appliances are issued by the Energy Division’s Director after assessments from the Division’s Energy Efficiency and Conservation Section and National Ozone Unit. The imported appliances must meet the requirements of the Pacific Appliances Labelling Standards (PALS) and restrictions and prohibitions imposed by the Solomon Islands Government on Ozone Depleting Substances (ODS) in line with the national government’s obligations under the Montreal Protocol and its subsequent amendments. As such the Energy Division, through its National Ozone Unit and PALS work with the Ministry of Finance’s (MoFT) Customs & Excise Department to monitor the import of  ODS and restricted electrical appliances into the country and halts any prohibited substance and sub-standard appliance at the country’s ports of entry.

It is advisable that investors first seek the guidance of the Ozone Unit and PALS before importing any chemical substances or  restricted electrical appliances into the Solomon Islands. Below are list of appliances currently restricted and gases under restrictions and prohibition:

  • Refrigerators and Freezers
  • Lights

List of Restricted Refrigerant Gases:

  • HCFCs (R22)

Application Procedure for PALS Registration and Permits

  1. Open an account with Pacific Appliance Database (PAD) in the User Account page.
  2. Register appliance to the database and wait for approval from Regulator
  3. Upon Registration approval, pay the appropriate fee at MOF for the units to be imported. Note a fee of $150 for every 50 units of imports for the respective restricted appliances.
  4. Apply for permit by inserting the receipt number of fee paid at MOF and wait for regulators’ approval.
  5. Upon permit approval, print permit and bring to customs for your clearance purposes.

It is advisable that investors first seek the guidance of the Ozone Unit before importing any chemical substances or substance producing electrical appliances into the Solomon Islands.
