The Ministry of Mines, Energy and Rural Electrification (MMERE) plays a key role in the monitoring of natural water related hazards such as flooding and landslides and geological hazards such as earthquakes, volcanic eruptions and tsunamis.
The Ministry also plays a key role in monitoring and preventing the occurrence of man-made hazards in the mining and petroleum sectors including the overflow of tailings dams and oil spillage. In addition to these monitoring roles, the Ministry also carries out inspections to ensure that mineral and petroleum extraction activities are carried out in a manner that prevents damage to the environment and surrounding communities.

The Water Resources Management Division (WRM) is the Division within the Ministry of Mines, Energy and Rural Electrification (MMERE) that is responsible for flood monitoring and flood related community based disaster risk management.
The Division carries out this risk management role through the instalment and monitoring of manual flood gauges which provide flood warnings to selected vulnerable communities. The Division compliments this monitoring role by providing advice to communities that are susceptible to flooding risks.
There are about 4 communities which have flood monitoring and warning instruments which the Division maintains as part of its Disaster Risk Readiness (DRR) program.
Apart from flood hazards and risks, the Hydrogeology Section within the Water Resources Management Division (WRM) is responsible for providing guidance on the geology of areas in which well drilling activities are expected to be carried out as a means of preventing hazards related to such drilling activities.
